This special series of MAIL-OUT plates emerged out of normal sequence in 2011. They are mailed (along with registration certificate and sticker) from DMV directly to customers (of dealers) who choose to receive new license plates rather than to transfer their existing used ones.
These plates changed to embossed in late-ZBG series. Numbering format changed at 49H-000 in 2024, see new tracking bucket.
