This "C" series trailer plate debuted in 2001 as a replacement for the previous dated-2000 multi-year Apportioned trailer plate. Typically found on semi trailers, these carry the legend "Permanent Trailer" and feature skinny, full-height numbers starting at C/5 series; C/4 99-xxx confirmed with previous wider dies.

Tiger Joe reports that this is a no-cost optional available in person at any DMV branch. It is unclear how long they will be available, and there is no information at all on them on the DMV website. The plate was unveiled on Oct 4, 2012 by Governor Earl Ray Tomblin. The initial order of plates ran through 070000, low S/Q000005.
